The following provides all the latest information available about the Gadsden Green revitalization project. As things progress, please check back for information updates.

The Housing Authority of the City of Charleston (CHA) selected The Integral Group (Integral) through a competitive public procurement process as its development partner to redevelop Gadsden Green and Gadsden Green Extension. 

Integral is a 30-year-old real estate development company that specializes in developing mixed-income, mixed-use communities in urban communities. Integral redeveloped the country’s first-ever public housing project into the country’s first redevelopment of public housing into a mixed-income, mixed-use community. This first development called Centennial Place, served as HUD’s first HOPE VI development, and this HUD program today is called Choice Neighborhoods.

Integral will replace the existing 268 public housing units and increase the number of public housing units. All residents of these public housing units will pay no more than 30% of their income for their rent and utilities. 

Further, Integral will also provide additional attainable housing units targeting households between 80 and 120% AMI. These units will target the Charleston’s essential workforce, including teachers, nurses, hospitality workers, City of Charleston employees, etc. 

As the country’s leading mixed-income housing developer, Integral will mix the affordable, attainable, and market-rate households across every phase, every building, and every floor. All units will be designed with the same finishes and layouts.

Integral has committed to providing these affordable and attainable housing units for the length of the ground lease or 99 years.

Integral fully recognizes the negative impacts on all members of households that must be relocated and, therefore, is committed to identifying a strategy that does NOT relocate any existing residents. Integral is committed to working with CHA, the City, and other partners to study options for a build-first strategy. A build-first strategy involves building the first residential units on adjacent, undeveloped land so that the residents can move into this mixed-income building first before their existing units are vacated and demolished.

Further, Integral will redevelop Gadsden Green in multiple phases. For example, residents in the second phase could move into the first phase and the same with the later phases.

No. All existing Gadsden Green residents will continue to pay no more than 30% of their income towards their rent.

No construction start date has been identified. At the earliest, construction might start in 2027.

Yes. Integral and its design and engineering teams will work closely with the City to address all existing flooding and plan for future flooding.

Yes. The newly developed Gadsden Green will provide sufficient parking for all residents.

Integral plans to increase the residential density on the site. The more density Integral can develop, the more affordable and attainable housing it can deliver.
